Britain has had a total of only twenty-one years of coalition governments .
The cabinet,the leading politicians in the governing party usually become members of the cabinet, where they are tied to government policy by the convention of collective responsibility. The cabinet meets once a week and take decisions about new policies, running of the various government departments.To help tun the complicated machinery of a modern government.
The Prime Minister
The position of a British Prime Minister is in direct contrast to that of the monarch. first , the monarch's powers of patronage are by convention. second, PM's dominance over other ministers is the power of the PM's public image. third all ministers except the PM are kept busy looking after their government departments.
Such a candidate must have the following qualities: he must be malleable, flexible, likeable, have no firm opinions, no bright ideas, not be intellectually committed, and be without the strength of purpose to change anything. Above all, he must be someone whom weknow can be professionally guided, and who is willing to leave the business of governmen in the hands of experts.
The civil service, Permanent Secretary, is a creer.Its most senior positions are usually filled by people who have been working in it for twenty years or more. These people get a higher salary than that of their minsters.civil servants know the secrets of the previous government which the present minister is unaware of . Top civil servants know that their power depends on their staying out of polics and on their being absolutely loyal to their present minister.
